why electronegativiy increase across the period in periodic table ?

Across a period from left to right, the effective nuclear charge experienced by the bonding electrons increases. I.e. the atom attracts the bonding electrons more strongly.(Remember: electronegativity is the ability of an atom to attract electron in a chemical bond.)
